Oops, yes, it was a wrongly restored symlink to avahi-browse (instead
of avahi-publish). After fixing it though (and making sure everything
is as pristine as can be), everything works as originally reported.

Even when ipv6 is disabled, avahi-publish-service works:

GW# avahi-publish-service test _test._tcp 80
Established under name 'test'
Got SIGINT, quitting.

It makes this appear on the network:

# avahi-browse -at
+ eth0 IPv4 test _test._tcp
        local
...

Enabling use-ipv6 on the vlanned GW makes the sftp/ssh services appear
almost immediately (i.e. without restart, "Files changed, reloading"),
and cold-starting all the avahis with use-ipv6 off still leaves me
without these services on that particular host.

Let me know if I can be of any help in tracing this. I'll try to
debug it more, but maybe not on of these days.
