[Beignet] [PATCH] [PATCH_V2]Fix compile warnings for ICC compiler

the "const" associated functions' modification is to fix "type qualifier on return type is meaningless" for ICC compile warning.
the "operator new" shoud have the corresponding "operator delete" function.
