[Beignet] Code freeze for version 0.9.0 release

And right now, we merged all the opencl-1.2 changes into master
branch and switch to opencl-1.2. From now on, we will not use
opencl-1.2 branch. All opencl-1.2 patches will be pushed
to master directly. The original opencl-1.1 only code is backuped
at opencl-1.1 branch.
