[cairo] PDF lib?

Hello,

I've been reading the wiki cairo.fd.org, and also searched this ML but
I couldn't find a definitive answer to a couple doubts I have:

I realise that cairo is supposed to write PDF files. But what about
reading them and display them on screen?

Is cairo's goal to be a framework similar to what apple's quartz[1] is?
