[cairo] Who gets the last word on font options?

A question has recently come up with regard to font options:

I'd like to extract the topic from the conversation-trap of bugzilla
and open it up for wider consideration here on the list.

The question is, given font options from various places, (per-surface
defaults in cairo, system-wide fontconfig settings, user-specific
fontconfig settings, calls to cairo_set_font_options()), which options
should override others?

My hope is that there's an obviously correct ordering for
those. (Where, "obvious" would apply to people like Keith and Owen
that designed the option code in cairo and in underlying layers---but
clearly the situation is not "obvious" to me.)

There might even be a good description of this already in the
archives, (though I didn't find it). If not, let's generate one and
get it into the documentation for cairo_set_font_options so we can use
it to guide our development going forward.
