I generally like the idea, but I prefer that we keep it clearly a
debugging facility, instead of a publicly advertised way to control
output.  And I suggest we use a single env var, CAIRO_DEBUG for example
for it.

And we need to public API to control the subsetters anyway, so lets
think about how that should look like.
