The non-use of EXTEND_PAD *is* visible even with the current
workaround - for instance, with the right video drivers you used to be
able to see it on the web-game Kingdom of Loathing (they had a few
places where they were scaling a 21x21 image to 20x20, and you'd get
a black line) - and I put an artificial test case in 
https://bugzilla.mozilla.org/show_bug.cgi?id=468496 which demonstrates
that it's not just when scaling down.
