[Clipart] 0.09 Release Procedure

An item worth adding to the roadmap may be to list this Clipart project
more prominently on the Inkscape website (Inkscape lists Tools in the
nav bar, maybe it could have Clipart too?)

Similarly, I think for OCAL we should add a Tools page, with Inkscape
featured on it as the recommended editor for clipart.  If there are
additional tools worth recommending, we should list them there too.
