[Clipart] SVG Open Abastract

I'm tired right now, but I wrote up the SVG Open abstract. Could you all
look over. I"m predicting that ta few features will be developed by the
time SVG Open is, the first week of Sept.

Please make edits/comments/etc and get back to me. I need to get this in
by like 10 or 11 AM PST.
