What about a script that for each file prompts you for the author and
then calls svg_annotate for just that one file?

Something along the lines of this...

perl -e ' for $file (<*.svg>) {
   print "Enter author for $file: \n";
   my $author = <STDIN>; chomp $author;
   my ($title) = $file =~ /(.*?)[.]svg/i;
   system("svg_annotate", "-a=$author",
          "-t=$title", # Other arguments here
          );
   } '

--
$;=sub{$/};@;=map{my($a,$b)=($_,$;);$;=sub{$a.$b->()}}
split//,"ten.thgirb\@badanoj$/ --";$\=$ ;-> ();print$/
