this is because the new 3 column layout leave less horizintaly space.
i complained about the problem already on the list and even proposed 
some solutions (completely move navigation on top/bottom, reduce the 
width of browse interface with one column)

this is not possible because files from 'incoming' does not have PNG 
thumbnails (thumbnails are generated now in the release process) and are 
not even considered accepted: may be invalid (not clipart, not SVG, 
damaged - all that happened before) or against our policy
