[Clipart] update ChangeLog please

Hello everyone! Please don't forget to update the changelog when editing
inside CVS modules. I notice that many changes are not getting logged on
the changes on the website and with activity in cgi-bin and the tools
folder.

As our project grows, the precedents we set will strengthen our project
and new contributors' habits.

Now, time to bust out some clipart so we can hit the OCAL 5K Pledge!
