Another issue has come up while working out how to tag these:

Should flags that belong to states, provinces, territories, and so
forth of UN member nations have the united_nations_member keyword?
Perhaps they should have a different keyword, subnational or somesuch?
Or should flags that are national flags have a national_flag keyword
(in addition to united_nations_member if applicable)?
