[Clipart] problem files

Khiraly has traced the problem down to a root cause.  Can you check and
confirm that this is indeed what's going on?  His findings are that if
you upload a file with a non-Public Domain license, it can result in a
0-byte file, with no failure message.  See this bug for the exact steps:

Also, if this gives us the repeatable test case needed to properly debug
the problem, would someone like to have a shot at patching
upload_svg.cgi (a perl script) with the fixes Khiraly suggests?
