[Clipart] Clipart cleaning (was: Artists Signing Clipart)

Hi,

Yesterday I had some time to work on the clipart maintenance, so:

- I cleaned several cliparts with embedded or linked bitmaps (not deleted 
them, but rebuilt without the bitmap inside). An example is 
http://openclipart.org/cchost/media/files/mip/1251 a clipart created in 
illustrator that icluded a bitmap shadow that I recreated in Inkscpae with 
blur. After the transormation the file size dropped from around 300Kb to 
24Kb.

- I deleted 2 cliparts (one containing a bitmap without vectors at all, omne 
containing a Renault logo) and wrote a mail to the uploaders politly 
informing them about the cause of the deletion.

- I added tags to cliparts with poor or no tags at all (about 25 pieces of 
clipart).

- http://openclipart.org/cchost/media/files/vlodco_zotov/1524 is now without 
signature, I reuploaded the svg after adding proper metadata (author, date, 
tags, description and licence) to the file and deleting the signature.

- several (about a dozen) cliparts had too big bounding boxes, so I also 
reuploaded them after changing that parameter to a more convienient size.

I think that these kind of "clipart cleaning" operations should be practiced 
once a week or so, to ensure the clipart's quality will not fall to a point 
where it will be poorly usable.
