Below is the Response that I got from my email to the US EPA...
Thank you for your inquiry to the EPA Web site. Your request has been
received by the Headquarters Information Resources Center Public Access
Service, a contractor operated reference and referral service.
You asked if EPA's images are copyrighted.
According to the United States Code Title 17, Section 105, copyright
protection is not provided for any work produced by the United States
Government. However, if the government document contains any materials
produced by sources other than the United States Government, this material
may be protected by copyright. You will need to contact the producer of the
material in order to obtain permission or details on the information it
contains.
In most EPA publications the producing office is listed in the upper right
hand corner. Here is the list of EPA offices who may have produced the
publication:

However, the EPA logo cannot be released for any commercial purposes and the
written policy (EPA Order 1015.2a) "prohibits reproduction and/or use of the
symbol for commercial purposes."

I have just submitted a question on the EPA website asking if the images on
their website are in the public domain. Apparently I will get a response in
the next 10 working days...
Ill keep you posted. Ill also put these links up on the wiki so we have a
record of where good sources of images are located.
What should the process for putting these on OCAL be?
Should one upload the original raster image,
Then submit a remix of it as a clipart?
Just a few ideas... :)

contain a copyright notice, would it be safe to add images from this
document to OCAL ?

Here's the mother of all links for the US government graphics files:

Their disclaim is that many of the images are in the PD as anything
created by the government is by law PD. But they advise checking the
disclaimers at each agency.
