[Clipart] noreply asks about read me file

As I noted to you in a comment on your upload, the Read Me file is  
not necessary for individual uploads and really we don't have any  
place to put them.  The information was incorrect legacy from the old  
site.  Thanks for pointing out that the FAQs need some attention
