[Clipart] Do we need a system tag for "no thumbnail"

Is there an easy of going through and finding clipart without a thumbnail?
Do we need a system tag for "no thumbnail"? Or will this issue be taken care
of when we find the convert from svg to png thumbnail php script?

Does someone need to manually go through checking for thumbnails, so that
they are ready for the script? Or can that lack of thumbnail be determined
automatically?
