FYI - I will be committing my plugins to the git.compiz.org repo
I have commit access and will be adding them as soon as I get
time.

The plugins will be put into individual plgin directories and there
will be a script or something that builds a compiz-extra package
which will then be released as a tarball along with each compiz
release.

I doubt that I will have time to maintain a git tarball but it should
be possible to use the same script to generate one.

The extra plugins that I will be committing are:

kiosk
mousegestures
quickchange
python (including the python plugins)
inactive
screensaver
flash
widget
fakeargb

There will also be an example-plugins repo with small examples
to help people learning and the template needs to be updated.
