Here is how is I do it for the scribus tarballs:

gpg -u mrdocs at scribus.info --armor --output 
scribus-1.2.3.99.tar.bz2.sig --detach-sig ./scribus-1.2.3.99.tar.bz2

When I get a minute, I will whip up a generic rpm spec file, so it can 
be pushed at the rpm based distros.
