[CREATE] user interaction working page

Hi,

A while ago there was a small discussion about uniform approach by
GIMP/Inkscape/Scribus (other applications were used to a much less
extent at that time) to user's interaction in several aspects like
hotkeys etc. It looks like we haven't gone much further.

Thus I've started a "User interaction implementations" working page
[1]. It is by no means a standard for now. Whether you want a standard
in this area - it's all up to you. And this working page is just a
reference.

Currently only "Zooming" and "Panning" sections are present. Due to a
lack of time I have filled tables with info only about three
applications mentioned above. Feel free to fix and/or add new info to
existing sections and create new sections (and leave descriptive
summaries of changes :))
