[CREATE] gbr brush format bumped

Hello,

the next, not jet released, CinePaint version needs to store its brushes 
newly.
Therefore the GBR brush format is bumped to version 4. Is this version of 
GBR allready in use or still free?

This version declares the contained data may be in Half encoding.
