[CREATE] NEW: Added ciabot to #openclipart for projects SVN

Ok, in an effort to try and further expose development, get more people
involved and provide some info, I quickly added http://cia.vc bot to
watch commits on SVN for Open Clip Art Library, Open Font Library,
ccHost (engine behind the first two), and on the Create SVN...

Is anyone is interested in these projects, please idle (or talk ;) in
#openclipart 

More commits are happening, so please jump in! Of course more committers
are doubly welcome :)
