[CREATE] panel discussion (proposal): Web apps

I definitely think Verse fits in; I'm not quite sure I see the same
connection with CUPS's web-interface (it's essentially server admin, not a
RIA), but most importantly if you're interested in participating on the
panel, you're welcome to!
