[CREATE] Status of ORA animation draft

Hi,

I would like to work in a new free application for raster animations.
I'm the director of this short film [1] that was made using my custom
branch of MyPaint [2].

Now I see some movement in the list regarding the ORA spec.  I wonder
if anyone is working on the animation draft for inclusion:

What I need is a bit different of what's described there.  I want to
archive something like this:

* frames have correlated layers
* there may be empty frames (to animate on twos [3], for example)
