[patch] minor se-dbus cleanup

We don't need to cast the AVC log_callback to void* in
bus_selinux_init.  That's the only actual code change here.  

The other changes are just adding/cleaning up some comments.  I removed
the @todo comment since I don't think we really want to make that a
const (since it ends up being used in avc_has_perm).
