[patch] fix for configure.in to revive qt3 bindings

Hi,

the attached patch fixes some 'have_qt' vs. 'have_qt3' confusion in
configure.in.  Otherwise it may happen that the qt3 bindings can not be
enabled and thus will not be compiled.
