Right, my original mail in this thread mentioned that.  Havoc pointed
out that session-local.conf isn't really sufficient for all use cases
because you can't undo certain things (like <listen/>) that happen
before the <include>session-local.conf</include> in session.conf.

I totally agree it would make sense to get a defined split between
distribution policy and a sysadmin's local settings though, so that we
_could_ call one not a config file (remove %config from the package,
strip write permissions from it, put it datadir).

It seems like it would take some work to get there though.
