Windows: check_list_services fails

We've solved the port problem, but now we have a problem with bus-test.
The check_list_services fails, and it's not clear to us why.
Currently we think it has to do with the policies but we are not sure.

Attached the verbose output until the error message:
(I've commented out some tests)
Did not get the expected org.freedesktop.DBus.TestSuiteEchoService from ListActivatableNames

Maybe someone could give us a hint.
