    Could those caveats be made conditionally on the assumption
of having an insecure network with no integrity or confidentiality
protection?

    Whereas any place where one does have a secure network transport
like 'ssh', or 'vpn', or a dedicated connection, such a tcp connection
could be used without any issues?

    Maybe some people forget how to secure network communications, but
I would hope those would be in the minority these days.
