Whether they are or aren't is irrelevant. D-Bus is useful on Windows to 
support applications originally written for Linux / Unix without too much 
modification. It'll require some, but the barrier of entry can be lowered.

So, yes, D-Bus on Windows is very useful and should be maintained.
