Uniting to get upstreams to use system libraries

A few months ago, Diego E. 'Flameeyes' Pettenò started tinderboxing to
find all packages in portage which were using static/internal
libraries. You might be interested in the packages that he found[1].
He's been doing a lot of work on this front :)
