        Hi

 You want to fight package format proliferation, but you create a new
 one.  LSB folks realized that the proliferation / incompatibilities
 were serious issues in Linux, but instead of inventing another
 implementation they just used a subset of the RPM implementation
 as the new universal format (lsb-rpm).

 Are the goals of your proposal different from the goals of e.g. klik?
