I would vote for this solution, /etc/fb.modes should be enought
moreover all os i know of use this approach, predefined list mode.
Thus with fb.modes we provide an extra things that most other
os don't have (i may not know well many os :)).

Moreover i think that it's better to avoid running xgl as root.
