[Fontconfig] freeze when installing fontconfig on windows, with msys/mingw

Hello,

i'm trying to install fontconfig on windows, with msys (1.0.11) and mingw 
(5.0.3). I use fontconfig 2.3.95 and freetype 2.2.1.

the compilation is fine.
the installation is freezing at this step:

  /bin/install -c -m 644 ./fonts.conf /usr/local/etc/fonts/fonts.conf
  fc-cache/fc-cache -f -v

it seems that fc-cache freezes.

is it a known bug ?
