[Fontconfig] Announcing Fontconfig 2.4.92 (2.5 RC2)

The second release candidate for fontconfig 2.5 is released, thanks much
to Behdad for fixing a bunch of bugs and providing numerous Fedora
patches to improve the default configuration.
Major changes since 2.4.91 (2.5 RC1):
* Documentation added for all functions (automatically verified too)
* Fedora configuration changes merged in
* Two function name typos fixed (ever wonder what 'Inverval' meant?)
* New APIs FcLangGetCharSet and FcGetLangs exposes fontconfig lang db
* New .so minor version (required as new functions are included now)
