[Fontconfig] Fontconfig 2.7.0 released

Hi everyone,

I've made a release for fontconfig 2.7.0 now.  It's available from:

   http://fontconfig.org/release/

Thanks to Roozbeh for all his orthography contributions.  A summary of changes 
follows.

I currently can't modify the fontconfig.org wiki.  If someone has a user 
there, please update the wiki to reflect this, and revert the following page 
back to normal such that I can create a new user:
