[Ftp-release] Announce: telepathy-spec 0.21.6

telepathy-spec is the document defining the Telepathy real-time communication
framework's D-Bus API, from which all our other projects are derived.

Changes to stable API:

• Handles are no longer expected to be reference-counted - instead, they
  persist as long as the Connection does. A new property HasImmortalHandles
  indicates whether this is the case. telepathy-glib 0.13.8 will implement
  these semantics automatically for most connection managers. (smcv)

Tools changes:

• add support for tp:immutable="sometimes" (smcv)

• add support for <tp:client-interest/> (danni)
