There have been no releases to speak of yet, so no tarballs either...
The right way to get a copy of the source is
   git clone git://anongit.freedesktop.org/git/geoclue
after you've made sure you have git (the version control system) installed.

I happened to have a pristine git clone at hand, and made a .tar.gz for you:
  http://koti.welho.com/jkukkone/geoclue/geoclue.tar.gz
I'm not going to keep that up to date though, so I strongly suggest
using git if you want to do anything more than take a look.
