Geoclue bugzilla

I've come to the conclusion that an issue handling system would be nice
to have and requested a bugzilla product for geoclue. I asked for the
mailing list to be the "default assignee", so all new bug reports will
come to the list.

Bugzilla mail is easy to filter and if we change the assignee on issues
that are actually worked on, there shouldn't be too much bug spam.
