I think there's a difference: Loki is toolbar that uses location data
for e.g. easy proximity searches. AFAIK Gears is an additional browser
API that websites can use, in this case to locate the user. I could be
wrong though, as I'm not that familiar with either (not to mention that
I feel like I'm not capable of thinking straight today, I should be
sleeping already...).

My contact with Gears is minimal, so I'm not sure if it's possible for a
Gears implementation to say "I only implement the location API". I'm not
even sure Google is designing the API with other implementations (than
theirs) in mind...

Gears is open source, so we should definitely talk to the developers.
I'm sure they're mostly looking for cross-platform solutions. In this
case there probably aren't any, so Geoclue might be interesting to them.
