geoclue and gypsy

Hi
I am trying to use the gypsy provider with geoclue
inside Ubuntu Mobile (lpia). I have the gypsy daemon
and libgypsy0 installed from debs i made for this
architecture. When i try to compile geoclue it does
not recognise pkg-config as the gypsy development
headers are not in /usr/lib/pkgconfig/
is there some libgypsy0-dev that i am missing or how
to use geoclue with gypsy provider?
