Introducing a Gtk+ configuration UI for Geoclue

Hi,

I've created a new project to help end users configure Geoclue.  It
doesn't use much of the C API that geoclue provides (since it is written
in Python).  It also has to read some of the configuration files as the
DBus API doesn't provide access to some settings.  

Still, I think it'll be of great use for end users.
