GStreamer 1.23.1 unstable development release

The GStreamer team is pleased to announce the first development release
in the unstable 1.23 release series. which is the development branch
leading up to the next major stable version which will be 1.24.

The unstable 1.23 release series is for testing and development
purposes in the lead-up to the stable 1.24 series which is scheduled
for release as soon as possible. Any newly-added API can still change
until that point.

This development release is primarily for developers and early
adaptors.

Binary packages for Android, iOS, Mac OS X and Windows will be provided
shortly.

As always, please give it a spin and let us know of any issues you run
into by filing a bug in Gitlab:
