It works fine with gst-launch-ext which extends to the following pipeline:

filesrc location="mpeg_layer1_audio.mpg" ! mpegdemux name=demux ! { queue !
mpeg2dec ! ffcolorspace ! xvimagesink } { demux. ! queue ! mad ! osssink }
