1. term1: gst-launch-0.10 videotestsrc ! ffenc_h263p ! rtph263ppay ! udpsink
host=127.0.0.1 port=10000
2. term2: gst-launch-0.10 udpsrc port=10000 ! rtph263pdepay ! fakesink
dump=true

Doesn't set base_rtp_depay:s clock_rate.
Error message was something like: assert failed (filter->clock_rate > 0)
