What would need escaping would be & and ? characters. 

For cdio uri's, I don't forsee any additional parameters. My suggestion was
more along the lines of providing a generic mechanism for extended URIs that we
can implement in GStreamer. Other use cases? I'm not sure - there might not be
any.

Ross' suggestion of method://host/path#fragment has the same drawback as
method://host/path:fragment - there might actually be a device named
/dev/cdrom#1, it's a valid filename.
