This is a starting point for an element that handles buffers of type
application/smil. For now, it just scans the buffers received for "video"
elements and creates an element for each one. This works for the streams posted
on http://www.tagesschau.de/sendungen. Related bugs:
#346840: Element for handling ram-files (needed by above website)
#341752: rtsp doesn't work (not fixed yet)
