I think the bug reporter is asking is for a user-interface addition somewhere
in GNOME where a default encoding for GST_ID3_TAG_ENCODING can be specified
(please correct me if I'm wrong, Sergey).
I believe this would most likely be gstreamer-properties material, no? (or
should just move into GNOME applications themselves, dunno).
