Hello,

Here's a basic implementation of the binary registry. There might be some bugs.
First, copy gstregistrybinary.c and gstregistrybinary.h into the gst/
directory, then apply the patch. Recompile and install.
The libxml2 dependancy was not removed. By default w/ this patch, gstreamer
will use the binary registry.
